Download and install JAVA 7 here : https://www.dropbox.com/s/feqoftnpndrvjn4/jre-7u79-windows-i586-iftw.exe?dl=0
Open Configure JAVA in (Start Menu -> All Programs)
Go to tab Security tab -> choose Medium Security -> OK
Go to your service in Client Area -> Open VNC Console.

P/s: Google Chrome is no longer support VNC Console.
